We can see here that in the 1980's the total number of computer users stood at about 0.5% of the world's population. From the 90's on, this number has changed dramatically. And from this point, the year 2000, we can see that the proportion of computer users has risen to between four and five percent, which is an explosive amount of growth. Compared to the 80's, the number has increased tenfold.

The slope of this line of growth tells us just how quickly this number has grown in such a short amount of time. Of course, compared to China's total population, 60 million is merely a drop in the ocean. But don't forget that this is probably why the market for personal computers in China is so hot right now.
