Actually,等 here doesn't mean "waiting",you use it to indicate that you expect something to happen in the future.

For example,等我有钱了(One day when I become rich),You won't become wealthy just waiting at somewhere,等 here the meaning is more close to "when I .... in the future)

等我长大了,When I grow up,rather than "wait I grow up)

调剂,basically means "the second choice" or the third choice ,the fourth choice,but not your original choice,and is commonly used in Chinese College Entrance Examination.In our examination-oriented educational system,whether a student has good or bad academic performance will be measured only by his score he got in this College Entrance Examination.Each college will set a "Minimum passing marks for admission"for deciding if you are qualified to get into this university,this is just the first step.Second step is about your application to certain major in that university,always the passing marks for individual majors varies.You can apply 4-6 majors in one university,if you get enough high marks,surely you win your first choice.but you are lowered than other applicants,you will have to accept the second choice.......that means you are 调剂 to that major.

To make you have a better understanding,I will show you this

复旦大学 录取线(minimum passing marks for admission) is 100，you got 110，high enough to go to this university.

You choose Biology as your first major,but it needs120 marks,you missed it

your second choice is English Literature,it's 108，you get it

That's 调剂.
