I feel honored to answer your question,but it maybe beyond my knowledge.

Probably the presenters want to say one thing ,"四声八调",in Southern dialects,such like hakka,cantonese,or shanghainese,these dialects preserved more ancient pronunciations than those Northern dialects. Here's the article related.

四声与用韵

1.古音与今音

四声是指古代汉语汉字的读音有四种声调,即:平声、上声、去声、入声。其中平、上、去三声发音舒缓,入声发音急促。如:“白日依山尽,黄河入海流。欲穷千里目,更上一层楼。”这首诗二十个字的四声划分(按《平水韵》表)如下:

白日依山尽,黄河入海流。欲穷千里目,更上一层楼。

入入平平上,平平入上平。入平平上入,去去入平平。

这里,我们讲的是古音四声,其实它还有八调,即由于读音的清浊,每声又分为阴阳两调。故古代汉语有八调:阴平、阳平,阴上、阳上,阴去、阳去,阴入、阳入。古汉语的四声八调的组合丰富,平、上、去的舒声和入声的促声适当搭配,使得一句话的节奏感更强,听上去更加富有韵律感和音乐感。

自满清入关后,接受了汉文化,并以此来统治整个中国,自然要学习汉语。汉语的四声八调对于满人来说,太过复杂,他们难以区分八调中的一些调值,因此必须进行一些改造,将某些声调的字归入其它声调以合并,于是入声没有了,剩下了阴平、阳平、上声和去声,四声八调变成了三声四调,这就是今天普通话的原形。这种变化,固然满足了满人辨音的需求,但是汉语古音的音韵美感却丢掉了不少。如:“白日依山尽,黄河入海流。欲穷千里目,更上一层楼。”一诗中,今音将入声字“白、日、入、欲、目、一”分别划入了“阳平、去、去、去、去、阴平”等声调。

所幸,在南方很多方言中,至今还保留了古汉语的音调,特别是宝贵的入声也被保留下来了。比如湘音方言中的入声,基本与古音相同。又如粤语,就是四声九调(还有一个中入调),有人曾说,粤语是古汉语的活化石,是有一定道理的。南方还有一些方言,虽然属于北方语系,还多少有自己的特点,比如四川话,明显四声之外还有一个调,比如四川话的“说”、“时”等很多字的发音,是普通话三声之外的,跟入声有点像。

2.四声与平仄

辨别四声,是辨别平仄的基础。平仄是诗词格律的一个术语,四声被划分为平仄两大类。由于平声是没有升降的,音调较长,而其他三声是有升降的(入声也是微升或微降),音调较短,这样,它们就形成了两大类型。即平就是平声,仄就是上去入三声。仄,按字义解释,就是不平的意思。如果让这两类声调在诗词中交错着,那就能使声调多样化,而不至于单调。古人所谓“声调铿锵”,虽然有许多讲究,但是平仄谐和是其中一个重要的因素。如:

白日依山尽,黄河入海流。欲穷千里目,更上一层楼。

仄仄平平仄,平平仄仄平。仄平平仄仄,仄仄仄平平。

王之涣的这首五绝是相当标准的五言律体绝句,一个是四句话两个对仗,除第三句首字“欲”入声为平音外,其它完全为律绝标准格式,没有其它变通。

To my knowledge,in this word 小老外,"小" was used as an adjective contains the meaning of "年纪小"(young).Therefore,小老外 means a teenager from a foreign country.

I figure it depends on your age,if you are a young boy who come to China with your parents and go to a local school to study with Chinese peers,probably they will say:"看呐,新来了个小老外"(Look,this new guy is a little foreigner"
