We are very sorry for the confusion. We didn't say that actually you can use 了 with 住 in structure Jiaojie highlighted, 在+place+住了+time. But you can't say 住了+place.

“我还没签过证。”
This sentence can mean two different things depending on the context. One is that the speaker has never applied for a visa before. Another is that they have applied, but the visa hasn't been approved yet or was rejected. You can say: “没签过证”. 比如,
“我可能去不了美国了，我（到今天）还没签过证。”
"I might not be able to go to the United States. My visa (up to today) still hasn't been approved."
or “我还没拿到签证。”
"I still haven't gotten my visa."
“你有签证吗？”and “你签证了吗？”are not common。
We often say：
”你拿到签证了吗？“ Have you gotten your visa?
“”你签证通过了吗？ Did your visa go through?
“”你有什么签证？or 你拿的是什么签证？"What kind of visa do you have?" or "What kind of visa did you get?"
