April 13, 2012 at 9:24 AMUsually when 建设 is at the end of a phrase, it's a noun. When you put it infront, it becomes a verb. But some of these phrases are more commonly used as nouns rather than verb, e.g. 文化建设 (我们要注意文化建设)is more common that 建设文化。建设经济 is actually commonly used, e.g. 我们要建设农村经济。
