I think you're referring to zazhong....but yeah, it's considered 贬称 so I'll not post the characters as I don't subscribe to that way of thinking. Mind you, their meaning is not offensive in their own right, it's just a couple of the translations. I guess with all these things it is the intentions/attitude of the speaker that matters and how it is received as to whether it is considered insulting or not. I guess we have a curious bunch here, so I'll post the link to the article about it:

hmm, but this site in January this year:

http://jingulu.web-52.com/Article.asp?id=1670

was still quoting that official site, so maybe it's not changed since 2007.

hang on, Zhongwen wikipedia also has it at 9 元 :

http://zh.wikipedia.org/wiki/%E7%BB%93%E5%A9%9A%E8%AF%81

and the article was revised 17th January this year, so I guess if there has been a change it's been within the last 2 months if wikipedia is to be relied upon.

Here's the official site:

http://www.mca.gov.cn/article/shfw/wmfw_hydj.shtml

..there are lists of the registry offices there with their phone numbers. I doubt they'll be there at this time though.

oh man, I thought I'd found the webpage on the official site with the cost which had it at 9元, but the websites page is so outta date...2007:

you should try hitting 'em for a 4元 refund.

...but seriously, several sites seem to also say 9 元, but they're all last year, one mid last year. The only post I've found from this year [2 days ago] also says 9元 but it's just on some sort of forum here:

Only just seen this reply now. Thanks John. Yeah, that's really helpful to get a feel for it. I think I was thinking the "bad" thing was preceding it, but you're explanation of the "bad" thing after it has put me on the right track. The rest of the explanation is really helpful too...I know what you mean by comparing it's structure and usage to 说不定。 I feel I understand it well now...great teaching :)

"if not a little too personal".

...haha, sorry 'bout that chief. Disclaimer: any resemblance my comment has to being applied to persons...yada yada.....

"I consider myself properly one of the riff-raff"

哈哈, how very Aussie of you. Being from the convict colony this is natural, but I can't help but think it must sit ok with Chinese values of 谦虚 also, 你这个中国通。I'm not sure how other cultures will understand it, hehe. ;)
