In this context, 空两格 does mean indent two spaces, but literally means "leave two spaces." 顶格 means "at the head of the line" or "at the head of the section," e.g. 要求不严的话, 可以全部顶格写.

The sentence is actually correct. In this sentence, 送到 implies that the package will reach or be delivered to its destination at the specified time, not leave its original location. The annotation, however, is incorrect, so we'll fix that at once!
