Yes these two proverbs are really similar in meanings, but the focus is slightly different. 瞎猫碰到死耗子 emphasizes on luck, while "Even a broken clock is right twice a day" implies it's certain that an unreliable person would be right sometimes.
Another English proverb that I've found to be quite similar is "Even a blind pig can find an acorn every once in a while", and it also has a dead animal in the analogy! It's really interesting to discover similar proverbs in different languages. It shows that some proverbs speak the universal truth!
