Yes you're right, 不太知道 means "I don't really know", and for "I'm not so sure", you can say 不太确定.
不太清楚 is indeed "That's somehow unclear", good job!

Since this word is used mostly in ancient Chinese, it would probably sound like a joke in today's context. You can always call the waiters 服务员!
