Yes your understanding is correct! If you simply say 我在中国住了两年, whether you are still in China or not depends on the context. However, based on this sentence alone (without further context or information), most people would think that you're in China right now! To avoid ambiguity, you can use another particle called 过, turning the sentence into 我在中国住过两年.
On the other hand, "我在中国住了两年了" would simply mean "I have been living in China for two years", and it definitely means that you're still in China right now without ambiguity. Hope this answers your question!
