市政府規定二環路內禁止騎機車，二環路內限制騎電動車。
禁止：Prohibit， ban。
限制：restrict， restriction。
機車：Motor scooter。
電動車： Electric scooter。

City government regulations prohibit the use of motor scooters within the second ring road. The use of scooters within the second ring road is limited to electric scooters.
Rather long winded in English. Another reason I enjoy studying Chinese.
