There's one question I've been wanting to ask for a long time, but for some reason, haven't. What is the difference between 说 and 讲 when talking about "speaking" a language?

Oh dear, I seem to be a little confused. A previous lesson taught the word for "ring road" as 环形路. Here it seems to be 环线. How are these two words different?
