I think it has a lot to do with our "中庸/the middle way" approach to life. There is a saying “平平淡淡才是真", which means an "uneventful life is true happiness". But this notion is increasingly challenged by younger generations who refuse to settle for a 平淡 marriage.

; is 分号. Its usage is the same as in English. But in Chinese it's usually used in very formal writing such as legal contracts, government press release or academic paper. At the risk of generalizing, punctuations marks are used pretty liberally in everyday life in China.

Your example proves our the point we made about how commas are often liberally used in Chinese when there is a common subject matter. We often use comma to break a long sentence where different parts concern the same topic as illustrated by your example.
