August 6, 2011 at 4:55 AM; is 分号. Its usage is the same as in English. But in Chinese it's usually used in very formal writing such as legal contracts, government press release or academic paper. At the risk of generalizing, punctuations marks are used pretty liberally in everyday life in China.

August 6, 2011 at 4:50 AMYour example proves our the point we made about how commas are often liberally used in Chinese when there is a common subject matter. We often use comma to break a long sentence where different parts concern the same topic as illustrated by your example.
