August 9, 2011 at 7:27 AM"你在哪里学中文?" is correct. "你学中文在那里?"is wrong. You should follow the "do something in what place" structure. Other examples include 你在哪里吃饭?你在哪里工作?, etc.

August 10, 2011 at 9:22 AMFirst and foremost, 难道 has an incredulous tone. Therefore it could come across as sarcastic but not necessary impatient. Knowing this will probably answer many of your questions. It can be followed by both a positive and negative statement. It can end with 吗, which adds a heightened level of incredulousness. It's not usually used with 是不是.
