施工 means to carry out construction work, e.g. 上海到处都在施工。/There's construction everywhere in Shanghai. You could say 上海到处都在造东西, but 施工 paints a more vivid image of construction work.

No, since 不了 often indicates an inability to complete the task because circumstances are preventing it. Since "can't take a look at the room" is the hotel's policy, it should be 不能看房间。You could use "看不了房间" if the hotel allows you to look at the room, but it's occupied or being cleaned and those things prevent you from looking at it.

"Jīng" in 'yǎnjīng" is first tone, but it's often read as a neutral tone in real life. There are some words which are pronounced slightly differently in real life as a result of evolving speech habit. We usually point them out in podcasts. The key is as you encounter them, develop an awareness for them. You can pronounce them both ways and people will understand you.
