August 24, 2011 at 9:44 AMI'd say the sentence itself is pretty neutral. It's more the tone of voice. You can make it sound polite by using a mild tone of voice. Also, you can add xièxie to the end of the sentence.

August 25, 2011 at 3:50 AM"Jidian" is more precise than "shenmeshihou", the former means what time in terms of which hour, the latter refers to when, to which the answer could be day time, night time, months, year, etc. "zaoshang" typically refers to early morning, between 6 to 9. "Shangwu" covers a wider rage between 6 to noon.
