Yes, it might be a bit complicated for now, as it refers to an important Chinese grammar called "potential complement" .

I would like to give you a brief introduction to the grammar point here:

A word or phrase following a predicated verb to indicate whether the action will possibly achieve a result or reach a state is called "potential complement". The structure is "modified word(predicated verb)+structural particle得/不+potential complement(V., Adj. Or Verb-complement phrase)”.

So, the affirmative form of 留不出 is 留得出 (liu2dechu1), which means "be able to grow beard".

Another good example is 买得到， its negetive form is 买不到。You may listen to the relevant leesson " Elementary - I can't buy my size" to know more about it.

Those two sentences are grammatically correct. (Note: A 的 at the end of the first sentence is needed.)

"我不会留胡子的" (wǒ bù huì liú húzi de) means "I wont grow beards", which infers that you are not willing to grow it.

"我不可以留胡子"(wǒ bù kěyǐ liú húzi) infers that you're not allowed to grow beards.
