August 9, 2012 at 10:35 PMIf you want to look at it in terms of English translation then the first one is a question in the past tense and the second one is a question in the future tense.
"When did Xiaoming go to Beijing?"
"When is Xiaoming going to Beijing?"

他是什么时候去(北京)的?
It would sound wrong without this pattern (because it's an inquiry about a past event), but in terms of whether people would understand what you were trying to say, I assume they could guess.
In terms of the part you talk about 了, you probably already know that 没 is more or less the negative form of 了 so that's why it's not in your second example. In regards to 他去银行, I guess sometimes when the context is clear, 了 isn't used, however I would still expect to hear 他去银行了 (He's gone to the bank) in most cases.
