Using 了 in passive voice is same as in active voice.

In the podcast, most of the examples used have happened in the past, so they end in 了 to show that the action has been completed.

xiǎotōu bèi bǔ le.

This sentence means "A thief has been arrested".

Kuài lái jiù wǒ,wǒ yào bèi dǎ le.

Save me quickly, I'm going to be beaten.

(In this sentence , 了 is used to express something that will happen soon.)

"受苦"是一个动词,不可以说"有受苦"。

"受苦"一般是因为生活条件差。所以,我们不说,"学中文很受苦。"

比如:

我不想让孩子受苦,所以我要努力工作。

Wǒ bù xiǎng ràng háizi shòukǔ,suǒyǐ wǒ yào nǔlì gōngzuò.

Gēn wǒ zhù zài zhège lǎo fángzi lǐ,nǐ shòukǔ le!

Yes, the passive marker "被bèi" can be used in positive. But most uses of 被 are negative.

You can say,

Wǒ bèi qīn le.

Wǒ bèi kànjiàn le ma?

Wǒ bèi lǎoshī biǎoyáng le.

Both "走音zǒuyīn" and "跑调pǎodiào" mean "to be off-key".
