The measure word for 风车 is 个 or 架。批 is used for a group of windmills.
If you're talking about windmills, you can say,
那几架风车是谁的？Nà jǐ jià fēngchē shì shéi de？
or
那些风车是谁的？Nàxiē fēngchē shì shéi de？

To pick up something in the dry cleaners or post office, you can use the word 取qǔ。
eg, 我来取衣服。Wǒ lái qǔ yīfu.
