這個手機這麼便宜。zhè ge shǒujī zhème piányi.
這部手機這麼便宜。zhè bù shǒujī zhème piányi.
The two sentences are both correct.

1. 比起 verb2........, 我宁愿 verb1......
Bǐqǐ verb2........, wǒ nìngyuàn verb1.......
I would rather/prefer to +verb1. than to + verb2.
2. 比起看到你赚的比我多，我宁愿死。
Bǐqǐ kàndào nǐ zhuàn de bǐ wǒ duō，wǒ nìngyuàn sǐ.
I would rather die than to see you make more money than I.
3. to make fun of someone or something : 取笑qǔxiào someone.
