I would have thought the speaker was just voicing his/her thoughts .."often wonder", and then prompting the listener [with ne] to see if the listener had an opinion as to whether the listener thought it was likely "he" would suddenly appear at the coffee shop.
I also wonder if the ne is showing that the "ta" [he] the subject is understood from what they just been discussing prior to this sentence.
I hope you get an answer from someone who knows.
