I think zhong_bide's comment "I was referring to being in a chinese taxi" was in response to your comment:

"I assume you mean a foreign driver is involved in an accident"

..where it sounded like you were referring to an accident between a taxi and another car which is driven by a foreign driver, whereas he was trying to talk about the foreigner being a passenger in the taxi [presumably driven by a Chinese person], not the driver of the other car.

As for police being thin on the ground, my thoughts are that if the number of police per capita are lower, it is still likely that the absolute numbers are higher, and in a densely populated city [generally denser than Oz] there still may be more spotted [police in uniform are usually quite conspicuous]

ok, well I think that 放在 is acting like a single word..the verb meaning to place on. So I think 放在了 is fine, but I think you could also have 放了在 as you have suggested where the 放 and 在 are acting like separate words. Just my take on it though.

actually I did consider that you meant 爪 had been turned into a heart 【as in the heart shape we'd draw rather than the meaning heart and it's easy to see how that would be done] but then I went off on a tangent and never got back to my first thought. Thanks for clarifying.

Yeah, I then also considered that you might have been taking 爪 and changing a stroke to turn it into 瓜。

so was that 瓤 which can mean core [like the heart of a fruit] or the expression 滚瓜烂熟..to know something by heart... or something else?

爰 is pretty similar to 爱 but doesn't mean heart
