Sometimes they are interchangeable. In addition, 宿舍 is comparatively an older saying, you can use 寝室楼 instead. In some context, yes.

怪 has more conotation of 'blame' and more often used in spoken Chinese comparing the other two. 埋怨 and 抱怨 is more like 'complain'.

埋怨 is less strong than 抱怨, sometimes could be like 'mumbling'.
