I'd consider 栋 to be a noun here (with the same meaning as 楼), in the same way that you say 1室 for room 1. It's largely academic anyway and I could be wrong.
一号楼 just means building number 1, similar to 1号房。
With regard to 座, when I see this in an address my feeling is that it's going to be a fairly large buidling (whether residential or business). Just wondered whether this fits in with your experience.

I'm not sure the 号 is really a measure word here, as you're not counting buildings, just labelling them (as part of an address). 一号楼,二号楼 etc is very common in Beijing, but I've also come across 栋 here. I'd also like to ask you about 座。My feeling is this is primarily used for big buildings (high rises), not the "typical" 6 story older apartment buildings. Is that the same in the places you've lived?
