The proper use of 了 is a topic of much discussion among Chinese learners. Poddie dunderklumpen led a pretty thorough investigation into it.
Here it doesn't refer to the past tense but rather to a change of situation-- the plants used to be alive, but now they are dead, and so they no longer require watering.
And you're right, people will say 不用谢 bu4yong4xie4 or 不用客气 bu4yong4ke4qi-- "there's no need to be so polite with me."

也许我没写的够清楚，我没想你在做任何判断，我是表达自己的想法而已。
我不觉得什么完美的社会存在，我的意思是有的社会为军队的强度或摩天楼的高度自豪。 我觉得这样判断社会不够全面。相对来讲，那些因素很好比（一看就知道谁的高楼最高）但不能凭这个去号称 “superpower."
还是那句话， “It's nice to be important, but more important to be nice."

你这个理论很耐人寻味。对了，有一个小小的问题，目前中国农民人口大概要九亿(900,000,000) 多一些。
在我看来，要判断某个社会的“文明水平”，不用看它摩天楼多不多，股市涨得怎么样，而要看它怎么对待最衰弱的成员，比如儿童，老人，智障，等。

招聘 is "to be hiring." 招 means "to beckon" (note the hand radical on the left). So think of someone waving to get your attention.
聘用 is to hire. You may remember this because an employer uses 用 his/her employees to make money.
