not everyone says says it of course. those that want to show pride in their native tongue deliberately ridicule 普通话 to the point where some refuse to speak it. as you know if one speaks standard 普通话,it shows education levels and gives big face. my girlfriends auntie refuses to speak 四川话 and regarded by her rellies as pretentious and she is treated accordingly. like i said, ned kelly is alive in most of us.

here's something to confuse. the book tells us that when we ask for the time ;(现在)几点钟?but(现在)多少点?wrong wrong wrong, is used used used by millions.
this is a great example of how native speakers(of any language) knowingly bend the rules. must be a little ned kelly in most of us i'd say.

firstly , i'd say there are proverbs that translate nicely, but i don't know of them.
时间不等于人!
时间过得这么快!
时候 refers to a specific point(or period) of time, present, past, and or both future continuing but soon to be discontinuous continuing i'm presently very worried tense.(that should piss some people off i'm sure;))
as with 时间, it requires no qualifying like you suggest because its a concept like space(however, and just to confuse, it is also used to denote periods of time but requires a measure word 段)
我小的时候。。。when i was a kid....
他在美国留学的时候。。。。when i was in the US.....
有时间再聊 we'll chat another time.
...(的)那段时间.... ...that time/period
他今晚没有时间, 他要加班。he's got no time tonight, he's doing ovetime.
