Actually, these patterns should be “在....上” or “从......上“， "上" is used to mean "aspect". For example, “（从）实际上说.....”“（从）根本上讲.....”（在）理论上....
“上” can be used after the noun, here "实际，根本“ are nouns, "基本上，根本上，事实上，思想上 ，理论上“ are adverbs.

the character 呢 in “在/正在....呢“ is used to soften the tone, not to mean "and".
