June 6, 2011 at 6:35 AMI rarely encounter taxi drivers smoking in the car in Shanghai due to strict policies. You can call their company and refuse to pay cab fare if they do. So most drivers don't risk it. Obviously this isn't the case in many other parts of China. If you find a driver smoking, directly but politely say to them "请不要抽烟。/qǐng bùyào chōuyān./Please don't smoke". I think most drivers will be cool with that.
