February 13, 2012 at 8:17 AM以...... 为......is a pattern. 以 functions as "to take", "to treat", 为 functions as "as......". For example, 以胜利为目标(take victory as the goal)、以环境为代价(make the environment pay for....) 、以家庭为重心 (treat family as the focus)。
