Yes, 服务生/fu2 wu4 sheng1 also means waiter. 生 as in 学生/xue2 sheng1/student, indicates a youngish person or an apprentice. You wouldn't use 服务生 to address an older waiter.

Yes, I was referring to overseas born Chinese with foriegn nationalities. By roots, I mean ethnicity. The dominant thinking in China is that overseas Chinese are Chinese, despite their nationality. We wouldn't apply the same perception to people of other ethnicities, for example, American Italian. They are Americans. But when it comes to overseas born Chinese, it's somehow a different story.

Rabies is a legitimate concern. It's 狂犬病/kuang2 quan3 bing4/，which literally means crazy dog disease. Rabies shots is 狂犬病疫苗/kuang2 quan3 bing4 yi4 miao2.

Eating dog meat is a custom in 东北/North East of China, partly due to the cold climate (Chinese believe dog meat generate heat in the body, lamb meat too). But a lot of young people frown upon it. And it's not common in the rest of China.
