Aah, I see. Yes, that is very helpful. I can read this now more like:

"They are the special regions THAT the country set up in order to develop the economy and attract foreign investment. They were given various preferential policies."

And that does make sense following the preceding question, "What is a special economic zone?"

Thank you, dubaobao! That makes sense. Although, this makes me now confused about the "的" in the sentence. Any ideas why it is 而设立的特别区域 instead of 而设立特别区域? Is 的 functioning like 了 here?

What seems to me the most difficult part of this lesson is not addressed in the discussion:

是国家为了发展经济和吸引外资而设立的特别区域,给它们各种优惠政策。

Despite the English translation, I can't figure out exactly how to parse this sentence. The particular trouble seems to be "而." Despite looking it up in the dictionary, I don't think I'm understanding how it is functioning in this sentence.

I would guestimate a more literal translation of the sentence to be something like:

"It's the country's, in order to develop the economy and attract foreign investment, and established special areas, give them various preferenial policies."

I would have written something closer to 是国家为了发展经济和吸引外资，给设立的特别区域各种优惠政策。

I think the problem is that I don't understand what "而" is doing in this sentence. Could someone explain this? (If there is a Chinesepod lesson dealing with the complexities of the usage of this word, I would appreciate being directed there as well.)

I looked up 挎包 in nciku and on Google images, and most of the bags pictured are not "across the body" purses, but hand-held purses with very short straps. Also, looking up 挎 by itself yields the translation "to carry" rather than "across one's body."

Is this usage perhaps a regional Shanghai thing?
