did anyone else catch what that was?

Another quick question:
Why isn't there a le in the second clause of this sentence? Is it something to do with the wan2cheng2 verb (i.e. does that imply past tense?). The translation given is in the past tense, but the other two examples include a le in their clauses - so you might be tempted to think this sentence is saying 'in order to finish this project, we are working overtime every day this month.'
为了完成这个项目，这个月我们天天加班。

可是老跳出来那种网页
keshi lao tiaochulai nazhong wangye (but always pop out that kind of website)
Why does it follow this order here? Any ideas?
Chinese is generally seen as an SVO language like English (although subjects are dropped quite often...). So I would have expected to find: 可是那种网页老跳出来 (keshi nazhong wangye lao taiochulai; subject-time-verb).
Is it that tiaochulai requires an object (where as 'pop out' in english doesn't require an object), and that the subject has been been dropped because it's informal spoken Chinese...?
Can this structure be used in other cases too e.g. 可是老迟到了 (keshi lao chidao le; [you] always arrive late i.e. drop the subject if context is clear)
