在英国我们的government让我们付医疗保险，大家都有但是有人不付。
In "England we have "national health", basically those that work pay out of their salary so that anyone can get any treatment for "free". You don't have to have health insurance though some people do have this to ensure prompt treatment.

I guess you meant to say "在中国, 大家有不医疗保险吗？".
医疗保险 = healthcare insurance.
对吗？

Okay so honestly I don't know the word for healthcare so I looked it up to finish the question.
