完整的是这两句话，
1.亡羊补牢，未为迟也。（还不算晚）
2.亡羊补牢，为时已晚。（太晚了，来不及了）
但是，用的时候，后面部分一般不说，主要看说话人的态度。

Good question. Let's answer it with a sample sentence from Jinxin:
他明天离职"意思是他明天就离开公司了,但可能是一个月之前辞了职位
The person in the sentence will actually leave the company tomorrow (离职) . But maybe he resigned or tendered his resignation 辞职了 a while ago.
