You can say: 他最好了。你最棒了。Tā zuì hǎole. Nǐ zuì bàng le.
Sometimes we can omit the 了, for example,
A ask B ”北京哪个月最热？“A can answer: ”北京八月份最热。“
“北京八月份最热的”可以说“北京八月份是最热的”，we can not omit “是”here.
So you can say:
八月份最热了。/ 八月份是最热的。
他最好了。 / 他是最好的。
你最棒了。 / 你是最棒的。
