is 的時候 necessary when you talk / ask about time?

Does it give the same meaning if the sentences were

你在找工作有没有遇到什麽問題？

每次我想赢都不會贏。

I'm not sure, "keep up the good work" is when someone is already doing a good job then you encourarge him to keep it up to the standards
