"平安" means "safe and peaceful".

In this sentence, 来 is a directional complement, it indicates the direction proceeds toward the speaker. The Fax is sending from 他们 to the speaker.
去 indicates the action proceeds away from the speaker.
You can use 出 instead of 来 in this sentence. 出 indicates the direction is from inside to outside.
