After all, the two countries are "blood brothers", who fought together in Korean War in 1950s. Their relationship is often described as “鲜血凝成的友谊” (friendship made of fresh blood). Having said that, this kind of sentiment is not as strong as before among younger generations, although North Korea is still Chinese people's most "beloved" country among the three East Asian countries, i.e. N /S Korea and Japan.

That's a long and complicated story. Korean Japanese who have North Korean nationality can freely visit (or live in) North Korea, and the same holds true for Korean Japanese who have South Korean nationality. On the other hand, North Korean people who live in N. Korea can't freely visit Japan, due to the lack of diplomatic relation between N. Korean and Japan. South Korean people can visit Japan as foreigners, just like American people can do so.

Unfortunately, unlike North Korea, Japan is not rich enough to give a young soccer hero a lifetime pension and a luxury car. For the record, there are about 600,000 of Korean people who still keep South/North Korean nationalities in Japan.
