Kdogg36's suggestion above is correct. The 到 here changes the meaning of 申请 to 'successfully apply for', or 'apply for and to receive'. So, he didn't receive the full amount that he applied for. (though, it's not clear from this sentence if he received a smaller amount or none at all.)

It likely has to do with the nature of the verb in that when you 告诉/tell someone, it's implicitly '对' them and is therefore redundant. But, you can also simply think of it as a rule of the verb. Similar to how in English you can't say 'I told to him/her'.

People will naturally read 事 with the 儿 even when it's not there depending on how they speak in their normal lives. This goes for some other words with 儿 as well. We'll add it on there to avoid any confusion though. Thanks for noticing!

The word for massacre or holocaust is 大屠杀 (dàtúshā). The Holocaust is referred to in history as simply 犹太人大屠杀. In my experience though, people usually just describe it rather than use a single term to refer to it like we do in English.

No problem! Yeah, 跟 literally means 'with' or 'to', but gets translated as 'as' when it's used like this. (another example could be - 他跟我一样大 - He's as old as I am.)

The 跟 (gēn) here means 'with', but ends up getting translated as 'as'. Literally the sentence is - 'With/as I usually afternoon drink thing the same'

If you want to ask 'Why/how are you so fast', you should say, 你怎么这么快？(lit. You how so fast?) If you want to make it a statement, you can simply take out the question word, 怎么 - 你这么快. (lit. you're so/this fast) There are also other ways to say, 'you're so fast'. 你好快，你多快，你很快, etc.

You may be confusing something else for '快怎么', as that isn't a correct structure.

It's from a transliteration/loan word, but not in Mandarin. The 的 in 打的 comes from the Cantonese 的士 (dīksí) which is a transliteration of the English 'taxi'.
