March 25, 2022 at 7:46 AMI don't get why it says "November 30 local time". When I hear "local time", I expect a time of day to come after, but instead it's a day of the year. What gives? They signed the agreement in the evening in America so it was already December 1 in China? That seems like a weird detail to allude to.
