我妈妈， 小云的妈妈

我的妈妈 and 我妈妈 are both ok
我的妈妈 is usually used in written chinese while 我妈妈 is used in colloquial.
小云的妈妈 and 小云妈妈 are the same,but 小云妈妈 is rarely used,i think there no need to know why one has 的 while another does not.what you should do is just follow the expression.
like people say "两斤" instead of "二斤"
