The sentence "我正（在）开着车呢" is perfect!
Regarding "I can't answer", I guess you meant "I can't answer the call", 对吗？If so, 中文可以说 “我不能接你的电话”.

I'm not sure I asked this correctly. What I meant to ask is: Is xian4zai4 exactly the same is zheng4zai4?
can I use either in the sentence "I am running right now"?

Does "in the process of... in the middle of" mean that something is being done at this very moment? That is, can I say "我正在学中文“ to mean that I am generally studying Chinese? As in "in high school I studied Spanish, but now I'm studying Chinese."
Do I use 现在 when I want to say that I'm doing something at the very moment? For example, 我不能跟你一起去吃饭。 我现在学中文。
Do I have this correct?

“现在”跟“正在”意思不一样。
“现在” 是一个时间词（现在 is a time word, like 刚才，马上etc.), 而 “正在”的意思是 in the process of... , in the middle of ...

我今天下午开车了。路上堵车堵得很厉害！(or 堵得一踏糊涂yi1ta1hu2tu2)。 圣诞节的交通真麻烦啊！ 所以我们没联系。 如果你有空的话， 你可以给我打电话（skype）。 对不起!

yes, you can say that. but it changes a little bit according to the context.
It has the meaning of "nothing", "nothing serious, in another words, dont worry" , "not a big deal" etc.
