I couldn't make out what Jenny said at 6ins 19secs - something like yuantailiao.

I think there is a mistake in the translation in the PDF. 

It says "If Manager Ye and the board of directors have made a decision, ...", but I think it should refer to the future, ie "If Manager Ye and the board of directors make the decision, ....".   A typical problem with Chinese not knowing what time frame it is in.
