August 23, 2012 at 3:42 PMI can relate to this; for example, if a person thinks that they are going to say something that may be impolite, or as Daizi said, embarrasing, they will sometimes say 不好意思。 I hired a tutor to help me with Chinese, and one time, when it came time to pay him, he used 不好意思, which at the time seemed strange. I guess I can say that maybe this term is simply a means for a Chinese person to express an aspect of Chinese culture that would be more difficult to do in English by saying 'sorry'. I don't know, that is just my impression.
