How to say upper-intermediate?

It may seem like an obvious question, but I have heard it said two ways, 中高级 and 高中级.  In fact, it seems to me I have heard it said both ways at this website, although I could be wrong.  A certain Chinese person who I normally trust assures me that 中高级 is correct, but to me that doesn't make as much sense.  Doesn't the modifying word precede what it is modifying in Chinese?  Is it one of those cases where both are right?

中高级is correct.

i think “高中级” is only used before"干部"、“军官”、“领导”,etc.

你好，我觉得”高中级“如果单说的话应该有歧义。并不专指你说的”高中级别“的意思。

"高中级"means something is suitable for someone studies in the high school.

Because "高中"means high school.

So we only use "中高级" to say upper-intermediate
