If they don't add competition between big enterprises, and rely purely on government support, state-owned enterprises can only continue to operate inefficiently. Doing it this way will make the government's burden even heavier. It has no plus side at all. Even if on the surface you've concealed the unemployment rate, the economy still hasn't developed. People's standard of living hasn't really risen at all.
