Yue Fei's tattoo was more symbolistic of uniting China as one, that's why his Ma didn't finish the very last stroke until the whole country was whole, then she would complete the last stroke. It's true modern day tattooes aren't really accepted because Chinese respect the parents by respecting the skin you're born with.
