Here are some nice slangy idioms you can use in reference to whether or not somebody is willing to let you borrow cash:
铁公鸡 - tie3 gong1 ji1
Lit.: an 'iron rooster'; n. someone who is miserly (or 小气)
一毛不拔 - yi1 mao2 bu4 ba2
Lit.: won't even give one feather; describes someone who is unwilling to lend or give any money at all.
I've found that Chinese people are surprised, and quite enjoy it when a foreigner uses these phrases in jest. Don't be too serious when saying it though!
