It's generally 'third time lucky' in British English. I have to admit, I've never heard 'third time's the charm' before (being British). I remember my students in China getting so confused about stuff like this as students started off studying British English then switched to American English. I found the American teachers at the university I used to teach at would sometimes say to a student 'that's probably British English', but unfortunately when they came to me I would say 'that's probably American English'. Perhaps Chinglish should become the international language.
